Accordingly, the second Nair Prathinidhi Sammelanam was held on 17th October, 2010 at Delhi. The meeting was inaugurated by Dr. C.V. Ananda Bose, IAS which was presided over by Shri. M.K.G. Pillai. The Delegates unanimously decided to form Global NSS for the upliftment, networking andwelfare of the Nair community around the world. An ad-hoc committee was formed, Shri. K.G. Manmadhan Nair (USA) as Chairman, Shri. M.K.G. Pillai as General Secretary and Shri. M.D. Jayaprakash as Treasurer with the provision of co-opting more representative members to the committee. President and General Secretary of NSS Delhi will be the permanent members of the Director Board of the Global NSS and the Headquarters of Global NSS will be in Delhi at Mannam International Centre.
On 17th October 2010, the Vijayadasami Day, the sacred Sanku blown thrice with the rhythms of panchavadhyam, Shri. T.K.A Nair, Principal Secretary to the Prime Minister of India, lit the traditional lamp signifying the formation of Global NSS at Siri Fort Auditorium, New Delhi. The Global Nair Maha Sammelanam was inaugurated by Shri. Vayalar Ravi, Honourable Union Minister for Overseas Indian Affairs. The logo of Global NSS was launched by Shri. T.K.A. Nair. The function was presided over by Shri. K.K. Venugopal, Senior Advocate, Supreme Court of India. Shri. M.K.G. Pillai welcomed the audience, Shri. R.R. Nair conveyed greetings and Shri. Babu Panicker presented Vote of Thanks. Shri. Peethambara Kurup, MP, Padma Sree Dr. Ravi Pillai (Behrin), Shri. Vijay Mohan (Dubai), Shri. M.K. Unnithan (Chennai), Dr. C.V. Ananda Bose IAS, Mr. J.K.Menon (Doha) and many other dignitaries from around the globe participated in the function.
